Samuel Blackmar

General counsel

UC Irvine, B.A. Cum Laude, Phi Beta Kappa | Georgetown University Law Center, J.D.

Sam Blackmar is the General Counsel of Interface Billing, where he combines legal expertise with a decade of behavioral healthcare experience to handle compliance matters and high-stakes disputes with payors. He has recovered tens of millions of dollars on behalf of healthcare providers and has a consistent track record of resolving payor disputes in their favor. He obtained his bachelor’s at University of California, Irvine and his law degree from Georgetown University Law Center.

Sam came to healthcare law through the industry itself. He entered behavioral health in 2015 and, after witnessing firsthand how insurance companies created major roadblocks for providers, went to law school to learn how to advocate for providers. Before joining Interface, he practiced at leading healthcare law firms, focusing exclusively on representing behavioral health providers.

Sam views the work at Interface as a fight worth having. He is motivated by the opportunity to empower providers, who face payors with vastly more resources, and Sam takes satisfaction in closing this resource gap through his knowledge, expertise, and hands-on assistance. He knows that winning disputes isn’t just good for providers; it directly translates into improved access to behavioral healthcare for patients who need it.

Outside the office, Sam enjoys chasing unique golf courses, exploring Los Angeles, and spending time with his wife and daughter.
